Birth of a Vision: Natural Energy Laboratory Founded
Governor George Ariyoshi introduced the vision for the Natural Energy Laboratory of Hawaiʻi (NELH), formally established on June 14 through Act 236. Planning funds were provided jointly by the State and the County of Hawaiʻi, with $100,000 released in July. Keahole Point was chosen as the site for its unique combination of cold deep ocean water, warm surface waters, strong solar radiation, accessibility, and available state-owned land. At the time, Kona had 3,000 hotel units and 6,000 residents. Management of the project fell under the State’s Marine Affairs Coordinator.
